Construction on The Linc, a six-story, 120-unit apartment building rising at 703 Third St., will shut down a block of Tamalpais Avenue on Monday, Aug. 17, from 7 a.m. to 6 p.m.

Contractor Descor Builders will close the street to perform striping work under city encroachment permit EP-25-201, according to a road closure notice the city published Wednesday, Aug. 12. The closure lasts one day. Adjacent property owners have been notified.

The project sits at what the city has called "the gateway to downtown San Rafael," a 0.63-acre parcel bounded by Third Street to the north, Tamalpais Avenue to the west and Lincoln Avenue to the east, directly across from the San Rafael Transit Center.

MBK Rental Living, an Irvine-based developer, bought the entitled site from San Rafael-based Seagate Properties for $6 million in a deal that closed March 13, 2025, according to a Berkadia announcement. Demolition of the former commercial buildings on the site began in late August 2025.

The finished building will include 120 rental apartments (33 studios, 44 one-bedrooms and 43 two-bedrooms) above 969 square feet of ground-floor retail space and a 121-space parking garage with 112 mechanical lifts, according to the city's project page. Nine units are designated below-market-rate: five at very-low-income levels and four at low-income levels.

Descor Builders, a Roseville-based general contractor ranked No. 397 on ENR's 2026 Top 400 Contractors list, described the project in a July LinkedIn post as featuring ground-floor retail, a fitness center, collaborative workspaces and a rooftop amenity deck.

"San Rafael is one of the most supply-constrained markets in the country, where only 156 new apartment units have been built in the last 20 years," Brett Betzler, senior managing director at Berkadia's Irvine office, said in an April 2025 announcement of the land sale.

The project was first entitled in October 2019 after a public hearing and received two extensions before construction began. The city's project planner is Kristina Estudillo.

No completion date for The Linc has been publicly announced. Drivers should plan alternate routes on Tamalpais Avenue between Third Street and the southern end of the block on Monday, Aug. 17.
