Battalion Chief Kyle Hamilton retired this week from the San Rafael Fire Department after 26 years of service, and Captain Garrett Northern has been promoted to battalion chief to succeed him.

The City of San Rafael announced both moves on Thursday, July 23. Hamilton, who joined SRFD as a firefighter paramedic in 2000, rose through the ranks and was promoted to battalion chief in 2015. He most recently led the department's B Shift, overseeing field operations across SRFD's six stations.

Hamilton's legacy extends beyond emergency response. The department credited him with helping modernize its technology systems, implementing tools that improved scheduling, internal communication, and service delivery. The city praised Hamilton for balancing emergency command with behind-the-scenes operational work, writing that his "steady leadership and commitment to innovation continue to make a positive impact on the organization."

The department has continued that modernization push. In December 2025, Fire Chief Abraham Roman announced a new Basic Life Support EMT pilot program, describing it as part of SRFD's "ongoing commitment to innovation and modernizing our service delivery model."

Northern, who served as a captain on one of the department's engine companies, was promoted to battalion chief effective this week. His crew marked the transition with a firehouse dinner on Thursday, July 24, described by the department as his final meal at the table as a captain.

The department said the dinner was a chance to reflect on Northern's contributions. The SRFD statement noted the crew will miss having him in the company but expressed excitement about his move into a leadership role.

A battalion chief oversees each of SRFD's daily shifts, managing personnel and directing emergency operations across the city. The position carries significant responsibility in a department that, according to 2023 city data, responds to more than 12,000 calls per year, about 70% of them medical emergencies.
