Marin County's Board of Supervisors has called a special meeting for Friday, July 24, with a single item on the agenda: a closed-session performance evaluation of County Executive Derek Johnson.
Board President Eric Lucan called the meeting outside the board's regular Tuesday schedule, according to the official notice posted July 16. The session is set for 1:30 p.m. in Room 324A of the Marin County Civic Center, 3501 Civic Center Drive, San Rafael.
The agenda lists only four procedural steps: call to order, roll call, the closed-session evaluation, and adjournment. No public comment period is included, which is standard for closed-session-only agendas under California's Brown Act. The public cannot attend or comment on the evaluation itself, but any reportable action the board takes must be announced when supervisors return to open session.
Who is being evaluated
Johnson was appointed County Executive in April 2024 after the board voted in late 2023 to replace the decades-old County Administrator title with the new position. Under his leadership, the board unanimously approved a sweeping organizational restructuring in May 2025 that grouped county departments under four Assistant County Executives. The county announced three of those appointments in April 2026, at a cost the county estimated at roughly $2.5 million per year, according to a Patch report on the restructuring.
"This new structure is about delivering better outcomes for our residents," Johnson said in the county's April 30 news release announcing the appointments. "We cannot address today's challenges with yesterday's approach."
No supervisor has publicly explained why the evaluation warranted a standalone special meeting rather than a slot on a regular Tuesday agenda.

The meeting will be broadcast live on the county's website. Late agenda materials can be inspected at the Clerk of the Board's office in Room 329 of the Civic Center between 8 a.m. and 5 p.m.
