San Rafael’s Voter-Approved Tax Oversight Committee will review unaudited financial figures for four local tax measures and budgets for five when it meets Wednesday, Oct. 21.

The review covers fiscal year 2025-26 financials and fiscal year 2026-27 budgets, according to the city’s meeting agenda.

Measures D, G, E and R are scheduled for both reviews. They cover the library parcel tax, cannabis industry tax and two transactions and use taxes.

Measure P, the main library and community center parcel tax, is scheduled for fiscal year 2026-27 budget review only.

The committee will also receive City Council subcommittee feedback on its fiscal year 2025-26 annual report.

Measure P supports the Albert Park Library and Community Center project. In his September newsletter, Councilmember Eli Hill reported that city staff selected XL Construction and SOM as the preferred design-build team after receiving eight proposals.

Hill’s update said staff aimed to bring a Phase 1 services agreement to the City Council in November if negotiations succeeded. The update listed anticipated construction from 2028 through 2030, with completion in early 2031.

The committee’s agenda lists a future meeting to review audited financials and approve its annual report but does not specify a date.

The Oct. 21 meeting is scheduled for 5:30 p.m. in the Community Development Large Conference Room on the third floor of City Hall, 1400 Fifth Ave. Residents can check the city’s meeting page for remote viewing instructions.
